WABA is a common abbreviation for WhatsApp Business Account. In this article, WABA pricing means Meta message-delivery rates for the WhatsApp Business Platform.

What changes on October 1, 2026?

Through September 30, 2026, Meta does not charge for non-template service messages inside an open 24-hour customer service window. Meta also does not charge for responsive utility templates inside that window.

From October 1, 2026 (2026-10-01), Meta will charge for both types per delivered message. The 24-hour window still controls when a business can send a non-template message. It is not a billing bundle or one paid session.

2026 WABA rates for four markets

The following rates use the Meta list rate card effective July 1, 2026 (2026-07-01). The recipient phone number determines the rate market. The United States uses the North America market rate.

From October 1, the service rate equals the utility and authentication list rate for each market. Service messages do not have volume tiers. Utility and authentication templates can retain lower volume-tier rates.

Meta charges each delivered message, not each session

Meta uses the delivered status to trigger a charge. Meta does not charge for a message that the system sends but the recipient does not receive. This article uses delivered message for an outbound message with that status.

For example, a customer sends one question. This incoming message has no charge and opens the service window. After October 1, if the business sends five reply bubbles and all five are delivered, Meta records five service messages and five billing units. One charge category applies to each message. Meta does not apply two delivery categories to the same message.

Splitting one answer into many bubbles can increase delivery cost. Do not force every answer into one message if it becomes difficult to read. Measure delivered messages and keep the answer clear.

The 24-hour window still applies

A customer message opens or resets the customer service window for 24 hours. A business can send non-template messages while the window is open. After the window closes, the business must use a Meta-approved template.

The October 1 update changes the charge inside the window. It does not remove the message-permission rule. Therefore, “one free 24-hour session” is no longer an accurate description after that date.

The 72-hour free entry point exception

Meta keeps the 72-hour free entry point window. This window can open when a customer starts a chat from a qualified Click-to-WhatsApp ad or Facebook Page call-to-action button.

Meta does not charge for marketing, utility, authentication, or service message delivery during this window. The entry point must meet Meta conditions. Advertising, BSP, AI, and other service fees do not automatically become free.

Meta Business Agent uses a different meter

The rates above cover service messages from a person or third-party AI, including a system such as Semaya. Meta Business Agent is a separate Meta service. From August 1, 2026, Meta charges Meta Business Agent messages per token, not at the service per-message rate.

The 72-hour free entry point window removes qualified message-delivery charges. It does not remove Meta Business Agent token charges. Keep these meters separate in an estimate.

How to estimate monthly cost

  1. Group recipients by the destination number rate market.
  2. Count delivered messages for each category.
  3. Separate service messages before and after October 1.
  4. Exclude qualified messages in the free entry point window.
  5. Apply utility and authentication volume tiers when the count meets a Meta threshold.
  6. Add BSP, AI, tax, and other service costs separately.

For example, 1,000 Indonesia service messages after October 1 use the IDR 356.65 list rate. The estimated Meta delivery charge is IDR 356,650 before tax and other fees. This example has no volume discount because service messages have no volume tiers.

Meta can update rates at a quarter boundary. Check the official Meta rate card before you approve a budget or high-volume campaign.

What to prepare now

Update your cost model before October 1, 2026. Track the delivered status, message category, recipient rate market, and qualified free entry point windows. Do not assume that one chat creates one charge.

Will every message have a charge on October 1, 2026?
